Velosurance Launches New Jersey–Compliant E-Bike Liability Insurance

New liability-only option lets New Jersey riders meet the state's new motorized-bicycle insurance mandate and register their e-bike with the NJMVC.

COLORADO SPRINGS, Colo. — July 2026 — Velosurance, the national bicycle and e-bike insurance specialist, today announced a New Jersey-compliant e-bike liability insurance option built to satisfy New Jersey's new motorized-bicycle insurance law, P.L. 2025, c. 285. The law took effect January 19, 2026, and sets a registration and compliance deadline of July 19, 2026. The insurance requirement is already in effect.

Under the law and the New Jersey Department of Banking and Insurance's Bulletin No. 26-03, e-bikes equipped with a throttle or those that provide motor assistance beyond 20 mph are reclassified as "motorized bicycles" and must carry liability insurance. Class 1 low-speed electric bicycles, which provide pedal assist only with no throttle and stop assisting at 20 mph, remain exempt. The required minimum liability limits are $15,000 for bodily injury or death to one person and $30,000 per accident, and $5,000 for property damage, along with pedestrian personal injury protection benefits. Standard homeowners and auto policies do not satisfy these minimums, so riders need a dedicated e-bike policy.

What's new for New Jersey riders

Liability-only coverage — When New Jersey customers insure an e-bike with Velosurance, they will now be presented with the option to select liability-only coverage that meets the state minimums.

Add it to an existing policy — Existing New Jersey Velosurance customers can add the required liability coverage to their current policy. There is no need to buy a separate policy to become compliant.

Downloadable insurance ID card — Customers who purchase the New Jersey required liability limits will be able to download an Insurance Identification Card. The card can be used to register the e-bike with the New Jersey Motor Vehicle Commission (NJMVC).

The optional liability coverage is not limited to the New Jersey minimums or to New Jersey riders. It is available to cyclists nationwide with limits up to $500,000, designed to satisfy the underlying liability requirement of most personal umbrella policies. The same coverage also meets the proof-of-liability-insurance requirements that many co-ops and apartment buildings now impose before a resident can store or charge an e-bike on the premises.
