In response to New York's recent S7503B/A1910B legislation, which aims to improve consumer safety regarding lithium-ion batteries used in electric bicycles, PeopleForBikes created an updated battery operating manual for e-bike manufacturers. This important new law, which goes into effect on January 7, 2025, requires all manufacturers to provide translated versions of a lithium-ion battery operating manual to their customers in printed and digital formats.
Under the new law, any manufacturer selling or offering for sale an electric bicycle or battery intended for use in an electric bicycle in the state of New York must provide the following:
● A printed battery operating manual in English, Spanish, Chinese, and Russian included with the bicycle or battery.
● A digital manual available on the manufacturer's website in English and 12 of the most commonly spoken non-English languages in New York.
The manual includes critical safety instructions such as:
● How to properly store and charge the battery
● Instructions on when and where to safely charge the battery
● What to do in case of overheating, leaking, or the occurrence of unusual odors, noises,
or changes in the shape or color of the battery
As the U.S. bicycle industry's trade association, PeopleForBikes created a translated battery operating manual, excerpted from its industry-standardized E-Bike Owner's Manual, that meets all requirements of this new legislation. The translated manual will be available for purchase starting December 2, 2024, ensuring manufacturers and retailers are readily prepared for the new law's January enforcement date.
Fines for Non-Compliance
Penalties include a $250 fine for the first offense and a $1,000 fine for each subsequent offense, making it crucial for all businesses selling electric bicycles or batteries in the state of New York to adhere to these new requirements.
