WASHINGTON D.C. (BRAIN)—Many cyclists were happy to see Congress pass the Commuter Act earlier this year, as part of the $700 billion financial bailout plan.
There's only one problem: many companies have no idea on how to implement the plan that would give $20 (tax credit) a month to those who commute to work.
